The department for training scientific personnel of the NOU "Medical and Social Institute of Tajikistan" is organized in accordance with current regulatory documents and is part of the structure of the NOU "Medical and Social Institute of Tajikistan", its main goal is to organize, provide the necessary conditions for training, coordination, control and implementation of activities for the training of highly qualified scientific personnel in graduate school, doctoral studies, Doctor of Philosophy (PhD), doctor of specialty, candidates and doctors of science, doctor of habilitation and applicants of the NOU “Medical and Social Institute of Tajikistan”.
This department operates in a division of the Department of Science and Innovation of the NOU “Medical and Social Institute of Tajikistan” on the basis of current regulatory documents, the resolution of the Government of the Republic of Tajikistan on the “State standard of doctoral studies in the specialty”, “Regulations on doctoral studies in the specialty” dated February 25 2017 (No. 93), Regulations on the dissertation council of the Higher Attestation Commission under the President of the Republic of Tajikistan (Decree of the Government of the Republic of Tajikistan dated June 26, 2023, No. 295 “On amendments and additions to the resolution of the Government of the Republic of Tajikistan” dated June 30, 2021, No. 267 ) and the Higher Certification Commission under the Ministry of Science and Higher Education of the Russian Federation, orders of the Ministry of Education and Science of the Republic of Tajikistan, orders of the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, decisions of the boards of the Ministry of Education and Science of the Republic of Tajikistan, decisions of the boards of the Ministry of Health and Social Protection of the Population of the Republic Tajikistan, the Charter of the NOU "Medical and Social Institute of Tajikistan", decisions of the Academic Council of the NOU "Medical and Social Institute of Tajikistan", orders and instructions of the rector of the NOU "Medical and Social Institute of Tajikistan", action plans approved by the management of the institute and other regulatory documents.
The procedure and conditions for training highly qualified scientific personnel are implemented on the basis of the Law of the Republic of Tajikistan “On scientific activity and state scientific and technical policy” (March 18, 2015, No. 1197) and other legislative acts of the Republic of Tajikistan.
The purpose and main areas of activity of the department are: coordination, control and implementation of activities for the training of highly qualified scientific personnel at the Medical and Social Institute of Tajikistan, in accordance with current regulatory documents; increasing the efficiency of targeted scientific and technical programs at the institute; development of regulatory, legal and methodological documents on the issues of training highly qualified scientific personnel; coordination of the activities of departments in organizing the educational process in doctoral studies in the specialty (PhD) and master's programs; organization and proper admission to master's and doctoral programs in the specialty (PhD), checking the implementation of individual plans of doctoral students in the specialty, graduate students and applicants; monitoring and analysis of regulatory documents on the issues of training highly qualified scientific and scientific-pedagogical personnel; registration and maintenance of personal files of doctoral students by specialty (PhD doctoral students and academic degree applicants); conducting consultations and developing recommendations for the development of training of highly qualified scientific personnel; information support for the process of training highly qualified scientific personnel; organization and verification of certification of doctors of philosophy (PhD), doctoral students in specialties and highly qualified applicants; organization of office work, accounting and reporting (preparation of statistical reporting in the prescribed form, annual report and package of information materials on the activities of the department, etc.).
The main tasks of the department are: planning, organizing, coordinating, monitoring and implementing activities for the training of highly qualified scientific personnel at the institute required in the prescribed manner; development and provision of organizational, methodological and regulatory activities of the institute’s divisions on the issues of training highly qualified scientific personnel in the system of postgraduate professional education; development of a plan for admission and completion of studies in doctoral studies in specialties (PhD), postgraduate studies, master's programs and monitoring their implementation; providing favorable conditions for research work of doctoral students of philosophy (PhD), graduate students, applicants and undergraduates, information support and organization of scientific and practical events at the institute and abroad; conducting an examination of the primary material of the scientific dissertation work of a doctor of philosophy (PhD), graduate students and applicants; monitoring the implementation of individual plans of doctoral students by specialty (PhD), graduate students, applicants and undergraduates; conducting candidate minimums for doctors of philosophy (PhD), doctors of specialty, graduate students and applicants; ensuring registration, storage and office management of personal files and other documents of doctors of philosophy (PhD), doctors in the specialty, graduate students, applicants and undergraduates and cooperation with other substructures of the institute and dissertation councils in order to increase the efficiency of training scientific personnel.
Direct management of the department is carried out by the head of the department, who is appointed and dismissed by order of the rector of the institute on the recommendation of the vice-rector of the institute for science and innovation.
The responsibilities of the head of the department are: ensuring organizational work and fulfilling the tasks of this Regulation and organizational and administrative documents of the NOU “Medical and Social Institute of Tajikistan”, as well as monitoring compliance with the internal regulations of the department, labor protection, safety and fire safety.
The department has the right to: participate in meetings on issues related to the activities of the department; hold meetings of department specialists; make requests and proposals regarding changes in the structure and staffing units of the department; coordinate and sign draft documents on behalf of the department; request necessary materials and information from subordinate structures of the institute; perform other tasks within the competence of the department; establish the rights and responsibilities of department employees in accordance with established service instructions.
The department is responsible for: monitoring compliance with the requirements of drawing up and implementing measures aimed at solving current problems of the department’s activities within the framework of its official duties and high-quality and timely implementation of orders and instructions from the management of the institute related to the main tasks and responsibilities of the department.
In order to increase the efficiency of the work of scientific personnel, establish interaction with other departments of the institute and dissertation councils, including the Department of Science and Innovation, the department for working with youth, and the department of international cooperation.
